Now it's American taxpayers, rather than big polluters, who are producing the money for the cleanups that do happen. This wasn't the way Superfund was supposed to work. The Sierra Club's new report documents toxic sites around the country that endanger citizens' health and calls for a return to the 'polluter-pays' principle.
