The Centre for Bhutan Studies (Thimphu, Bhutan) published a book in 1999 of discussion papers about the idea of Gross National Happiness. The papers came from a workshop organized by the Planning Commission to consider whether or not the concept of GNH could be related to the Human Development Index developed by the United Nations Development Programme.
