9 AGENCY MISSION AND CHALLENGE:The mission of the Department of Natural =
Resources (DNR) is to provide professional, forward-looking stewardship of =
our state lands, natural resources, and environment.  The DNR provides =
leadership under the Commissioner of Public Lands, an elected official, in =
creating a sustainable future for the Public Land Trusts.  The DNR manages =
over 5.6 million acres of state-owned land that includes forest, range, =
commercial, agricultural and aquatic lands.  Since 1970 DNR-managed lands =
have generated $6 billion that support public schools, state institutions =
and county services.  These lands also provide public benefits that =
include fish and wildlife habitat, clean and abundant water and public =
access to outdoor recreation.  The DNR operates with a biennial budget of =

Job Classification:Environmental Planner 4 Type of Position:This is a =
permanent position.
This position is represented by the WFSE.  Once appointed to this position =

POSITION PROFILEThis position serves as a senior level environmental =
planner responsible for all Planning and Endangered Species Act (ESA) Unit =
functions within the Program Development Section of the Aquatic Resources =
Division. Primarily, this position serves as the senior planner for the =
Aquatic Resources Program's effort to achieve compliance with the federal =
Endangered Species Act for its activities on state-owned aquatic lands =
through preparation and implementation of a Habitat Conservation Plan =
(HCP).   Additionally, the position supervises the development of the =
aquatic reserves program, mitigation & mitigation banking, conservation =
leasing, and other statewide planning initiatives.The project is highly =
complex, controversial, publicly visible, and involves multiple-leveled =
environmental issues. The majority of work involves dealing with individual=
s/groups outside of the agency regarding major new initiatives/or major =
modification to existing laws, policies or program planning needs within =
the Program Development Section of the Aquatic Resources Division. The =
position serves as team lead for the ESA compliance team and supervises =
3-5 professional planning staff. General Planning Duties:The position =
works under the guidance of State and Federal regulations, DNR policies =
and procedures, and applicable collective bargaining agreements.  In =
particular, this position is responsible for directing professional =
planning staff and successfully directing the completion and implementation=
 of the aquatic reserves program, mitigation & mitigation banking, =
conservation leasing, and other statewide planning initiatives. Additionall=
y, this position is responsible for directing professional planning staff =
and successfully directing the completion and implementation of the ESA =
Compliance Plan. This position reports directly to the Program Development =
Section Assistant Division Manager (ADM). The position develops and =
maintains work plans for all ESA-related planning activities. The position =
develops and maintains work plans for all planning activities. This =
position also independently develops work assignments and is responsible =
for consulting the ADM and ensuring that tasks are captured in work plans =
for the planning unit. In conducting work, this position frequently =
interacts with division and region DNR staff, lessees, other government =
agencies, non-governmental organizations, and the public. The position =
prepares and manages the unit's budget; prepares the unit's goals =
consistent with Department's goals; monitors status of the unit's tasks; =
measure the unit's progress and reports effectiveness in relation to =
