I'm looking for information on the proportion of Endangered Species Act 
litigation that is brought by environmental or conservation groups (e.g., 
entities attempting to protect species) vs. the proportion brought by entities 
attempting to challenge ESA regulations.  I remember reading a few years ago in 
what I thought at the time was a reliable source that most of the litigation 
involving endangered species protection was actually initiated by developers or 
other pro-development groups rather than environmental groups.  However, I 
cannot find this source.  Can anyone direct me to this information?  Thanks in
