Since I posted the quote I took it on myself to try to track it down. It 
seems to be fraudulent, based on the following statement:

'Secretary Watt actually said before Congress: "I do not know how many
future generations we can count on before the Lord returns, whatever
it is we have to manage with a skill to leave the resources needed for
future generations."

Which of course has a very different sense. The distorted quote seems to 
have originated in 1990 and has been refuted by Watt.

My apologies for propagating the fraud.
