One approach to downscaling GCM data is to add projected changes to baseline
climatology derived from historic averages. 30 year normals (1971-2000 at
800m resolution) from the PRISM group is one option for the baseline data.
Also, this will allow you to assess and correct GCM projection error for
current day climate.
