Background
Nonpoint source pollution from urban and suburban sources, or stormwater
pollution, has been implicated as a large source of pollution to the nation's
waterbodies. In an effort to reduce these sources the Environmental
Protection Agency (EPA) announced the Phase II Stormwater Rule in 1999.
The EPA delegated responsibility to fulfill Phase II requirements to New
York State, and in 2002, the state required all small municipalities with
separate storm sewer systems (MS4s) to implement a stormwater management
program by 2008 per a State Pollutant Discharge Elimination System (SPDES)
permit. Cornell University Cooperative Extension is working with multiple
municipalities to fulfill their permit requirements. One of the most
important components of the program is Illicit Discharge Detection and
Elimination (IDDE). This measure requires municipalities to locate, map,
and monitor stormwater outfalls under their jurisdiction. This provides a
means to detect and track illicit connections to the stormwater conveyance
system. Connections of this nature are a significant source of pollution to
stormwater runoff.
Primary Role and Accountability
The person chosen for this position will be involved in monitoring
stormwater structures for illicit connections and illicit discharges. The
technician will be responsible for collecting water samples from stormwater
outfall structures, conducting field analytical tests, and evaluating and
interpreting monitoring results. Chosen candidate will: use ArcGIS maps to
locate stormwater outfall structures; monitor water quality at all
applicable stormwater outfalls; and survey for outfall structures. All
outfall structures will be documented using GPS, digital photography and
field survey data sheets. Also responsible for the organized management of
field acquired data. Basic Global Positioning Systems (GPS) and Geographic
Information Systems (GIS) training will be provided, as well as training on
stormwater issues and outfall identification. Other stormwater pollution
prevention activities for Suffolk County's Stormwater Management Program may
be required, such as storm drain marking on Suffolk County roads.
Degree and Experience Pre-requisites
Bachelor's degree or course work in one or more of the following areas:
biology, geography, ecology, environmental sciences. Experience in
environmental sciences or other related field. Experience with stormwater
issues, GPS, and ArcGIS desirable.
Competencies
Ability to work in field conditions on a daily basis, regardless of weather.
Ability to use technological equipment such as GPS and GIS. Ability to work
independently and efficiently. Must have a valid NYS driver's license.
Compensation
This is a full time (40 hours/week) paid position ($11.50/hour) lasting six
months with possible extension.
