Fisheries Habitat Restoration Specialist to work at The National Oceanic
and Atmospheric Administration (NOAA) Restoration Center (RC) to assist
the Northeast Team in the oversight of habitat restoration projects in the
Gulf of Maine region with specific emphasis on Maine. The restoration
specialist will be based either in the NOAA Fisheries Northeast Regional
Office in Gloucester, MA or the NOAA Fisheries Maine Field Station in
Orono, ME and will serve under the direction of the RC's Northeast
Regional Supervisor. The successful candidate will work under an annually
renewable contract (subject to the availability of funding) with NOAA.

Responsibilities:
• Provide restoration planning, design, and oversight expertise to
support NOAA’s restoration programs including the Community-based
Restoration and Open Rivers Programs which provide funding and technical
assistance to organizations to implement habitat restoration projects that
benefit living marine resources and NOAA’s Damage Assessment, Remediation
and Restoration Program which restores resources injured by hazardous
substance discharges.
• Identify and evaluate restoration projects for potential funding,
provide technical assistance to local organizations in developing
proposals for and implementing restoration projects, and participate on
multi-disciplinary teams to plan and execute restoration projects.
• Oversee projects throughout the state of Maine. Restoration
projects may involve tidal wetlands, anadromous fish passage,
riparian/riverine habitats, and shellfish. There will be a particular
emphasis on river restoration projects involving dam removal, fish
passage, in-stream restoration, and riparian habitat restoration.
• The job will involve the following: field investigations
(including site evaluation and baseline and post-restoration monitoring);
technical evaluation of restoration proposals, feasibility studies,
modeling reports and engineering plans; development of project scopes of
work; development of conceptual designs; project and construction
oversight; and public outreach.
• Close interaction with various components of NOAA, other federal,
state and local government agencies, academic institutions, and non-profit
organizations will be an important responsibility.
Requirements:
Required Qualifications:
• Candidates must possess knowledge of Northeastern U.S. coastal and
riverine ecosystems, monitoring methods for specific habitat types or
resources, and life histories and habitat requirements of fish and
shellfish.
• Candidates must possess strong backgrounds in river restoration,
geomorphology, hydrology/hydraulics and/or anadromous fish restoration.
• Candidates must have strong oral and written communication skills,
including the ability to communicate clearly with non-scientists.
• Ability to handle multiple, concurrent, and competing projects and
responsibilities.
• Willingness to travel within the region is required.
• All applicants must be U.S. Citizens or permanent resident aliens
from U.S. colleges or universities.
Desirable Qualifications:
• Experience with applied habitat restoration.
• Experience with GIS
• Experience with state and federal regulatory processes.
• Experience working on interdisciplinary teams.
Education Requirements:
• Candidates must possess a Masters degree in one of the marine
sciences, fishery biology, ecology, hydrology, water resources, earth
science or a related field.
