I concur, this will hurt soft money folks because they won't be able to pay their bills. It will hurt small school folks because of the difficulty in demonstrating capacity to conduct the research, leaving hard money faculty with small teaching labs.
Of course, the soft money people could, I suppose, get hired as postdocs, and the small school folks could instead of paying out salary use that to pay postdocs and students.
