Consolidated Safety Services (CSS), Inc.
*Software Developer Contract Position Announcement* (see below)
NOAA | NOS | NCCOS | Center for Coastal Monitoring & Assessment (CCMA)
Coastal and Oceanographic Assessment, Status & Trends Branch
*Position: Software Developer
*
*Description: *
Consolidated Safety Services (www.consolidatedsafety.com), a contractor
to the National Oceanic and Atmospheric Administration (NOAA) in Silver
Spring, MD, seeks an individual to serve as a Software Developer to aid
in the design and development of a Harmful Algal Bloom (HAB) monitoring
and forecasting system. This individual will work with NOAA's Center for
Coastal Monitoring and Assessment (CCMA) (www.ccma.noaa.gov).
CCMA's mission is to assess and forecast coastal and marine ecosystem
conditions through research and monitoring. CCMA's HAB group, in
cooperation with other NOAA, state and academic partners, has developed
an operational HAB forecasting system for toxic Karenia brevis blooms in
the Gulf of Mexico (http://tidesandcurrents.noaa.gov/hab/) and is
developing a similar capability for cyanobacterial blooms (CyanoHABs),
as well as other areas. The current emphasis is on a western Lake Erie
demonstration; however, the capability should be easily transferred to
other regions affected by HABs. In addition, the CCMA HAB group
conducts research using remotely-sensed ocean color imagery to address
other coastal issues.
Working with the CCMA HAB group, the developer will conduct an
assessment of existing systems for the transfer, display and integration
of data to support harmful algae monitoring and forecasting. The
applicant must be skilled in system design, data transfer technology,
image processing, data visualization and integration. In addition, the
system developer will work with the CCMA HAB group to streamline the
ocean color data processing performed within the group.
*Specific duties may include, but are not limited to:*
1. Develop a design for the HAB monitoring and forecasting system,
using cyanobacterial blooms in Lake Erie as the base model, but scalable
to encompass HAB monitoring on a National scale.
2. Develop a system that allows processing of data that is essential
for the HAB monitoring system, including satellite data, standard
meteorological data, and output from numerical models.
3. Generate software to facilitate the transfer and processing of
biological, meteorological, model and image data for use by the
demonstration system and the HAB group within CCMA
4. Generate a data visualization system which is user friendly and
allows for event analysis by a scientific analyst.
5. Develop a system which facilitates data interpretation and
dissemination to CCMA's stakeholders (e.g., state/county managers, water
treatment facility managers, etc.)
6. Monthly or bimonthly Travel to CCMA headquarters in Silver Spring,
MD for Hab Group meetings.
*Education / Degree / Skill requirements:*
1. Master's degree or Bachelor's degree with several years experience
in software development
2. Skilled in system design and implementation.
3. Comfortable using a variety of software languages and packages to
streamline image processing, data transfer, visualization and HAB
forecast product generation. These may include but are not limited to
Perl, JAVA, Python, ArcGIS/Info, IDL, C++
4. Comfortable working with a diverse group of programmers,
scientists and data providers.
Start Date: No later than March 6, 2009.
*To Apply:*
Please submit a cover letter, resume with samples of communications and
outreach objectives, references, and required salary to
[email protected].
*This is not a Federal position. The successful candidate will be
employed with CSS, Inc. Fairfax, VA but will work full-time at a NOAA
facility.*
CSS, Inc. offers its full-time employees competitive salaries and
excellent benefits including medical, vision, dental, disability, and
life insurance; 401K and Employee Stock Ownership Plans (ESOPs);
vacation and 10 paid federal holidays. Salary for this position will be
commensurate with experience.
