Look into the Turner Aquafluor
(http://www.turnerdesigns.com/t2/instruments/aquafluor.html).  It has two
channels, so it can be set to do Chl a by extraction and in vivo (or
rodamine or turbidity...)  I think price should be in the ballpark of $2500,
depending on the modules you have installed.  It uses the same cuvettes and
secondary solid standard as the Trilogy benchtop model.
