Image J will do it as Sarah said.
Also, you might try throwing it in ArcView.
Import the jpg and do raster analysis. You might need to regrid the
pixel size to lower resolution. Or you can do it the old fashioned
way. Print out the picture, cut out the canopy shots, weigh the
canopy vs non-canopy parts of the pic and then you can calculate the
percent = (canopy weight/total weight) x 100 = % canopy cover! :)
