Queen's University of Belfast (where I used to be a memebr of Academic Staff), 
treated the DSc this way (excerpt from the degree regulations):

Higher Doctorate by Independent Research and Publication Regulations

These general regulations apply to degrees of DD, DLit, DSc, DSc(Econ), 
DSc(Ed), DSSc, LLD.

1.      The Higher Doctorate by independent research and publication may be 
conferred upon (i) graduates of the University; or (ii) full-time members of 
the lecturing staff of the University; or (iii) holders of honorary titles 
conferred on the recommendation of the Honorary Titles Committee; or (iv) 
recognised teachers of the University, after a lapse of not less than five 
years from the date of their admission to a degree.

2.      The degree will only be awarded for work of such a high standard as to 
give the candidate an authoritative standing in his or her subject and in his 
or her particular field of research. The standard required for the higher 
doctorate will be appreciably higher than that required for a PhD.
