About GLOWS

The Global Water for Sustainability (GLOWS) Program is financed by the 
United States Agency for International Development (USAID) working to 
increase social, economic, and environmental benefits to people of the 
developing world through clean water, healthy aquatic ecosystems and 
sustainable water resources management (www.globalwaters.net). GLOWS is 
implemented by a consortium lead by Florida International University.

About the Trans-boundary Water for Biodiversity and Human Health Program in 
the Mara River Basin, Kenya and Tanzania (TWB-MRB).

The TWB-MRB program is a collaborative effort between Florida International 
University (FIU), WWF Eastern and Southern Africa Regional Programme Office 
(WWF-ESARPO), World Vision Kenya and Care Tanzania to support numerous 
governmental and local partners in the development and implementation of a 
basin-scale integrated water resources management and the provision of water 
and sanitation services in the trans-boundary Mara River Basin of Kenya and 
Tanzania. The project is funded by USAID/East Africa. The program began in 
October of 2005 and the current agreement extends through September of 2011.
The overarching goal of the TWB-MRB Project is to implement a coordinated 
and highly participatory project to improve water resource management in 
ways that reduce and mitigate threats to biodiversity in the Mara River 
Basin and Mara-Serengeti eco-region while enhancing the health and 
livelihoods of communities living in the basin. This larger goal will be 
pursued through the following objectives:

a) Development of a trans-boundary agreement between the countries of Kenya 
and Tanzania, under the auspices of the East African Community, to manage 
water resources in a manner that meets the basic needs of people and 
biodiversity conservation.

b) Implementation of recommendations for how to improve and harmonize river 
basin management practices and policies to ensure sufficient flows of clean 
water to service multi-sectoral needs, especially biodiversity.

c) Support of local communities and schools in the provision of safe water 
for multiple uses and adequate hygiene and sanitation.

TWB-MRB Coordinator Responsibilities
Grants and Contracts Management Support
1. Assist the GLOWS Directorate in review and finalization of the content of 
local subgrant and subcontract Scopes of Work, budgets, and Implementation 
Plans for all implementing organizations and program elements related to 
this project
2. Assist the GLOWS Directorate in overseeing project implementation 
(technical progress) on a day‐to‐day basis for all subgrants and 
subcontracts 
including site visits to monitor field level implementation;
3. Assist the GLOWS Directorate in the local oversight and financial 
management on a day‐to‐day basis for all local subgrants and 
subcontracts, in 
accordance with USAID guidelines.
4. Based on the collected quarterly activity and financial reports from the 
project’s various partners and consultants prepare and submit to the GLOWS 
Directorate a consolidated progress report for review and approval on all 
local subgrants and subcontracts;
5. Collect and review all invoices of local subgrantees/subcontractors and 
submit them on a monthly basis to the GLOWS Directorate for final review and 
approval.

Partnership Coordination
1. Convene regular meetings of implementing partners, at least on a 
quarterly basis.
2. Assist partners in carrying out their respective sets of activities in a 
coordinated and timely manner, and encouraging a spirit of partnership and 
synergy in program activities;
3. Establish and maintain a regular flow of information among all country 
program partners and USAID/EA.
4. Liaise with Lake Victoria Basin Commission to ensure fit between TWB-MRB 
activities and those of LVBC.
5. Assist in the development of proposals for future program funding as 
needed.

USAID Coordination
1. Meet on a quarterly basis with the USAID/EA Mission staff to provide 
updates and ensure coordination;
2. Transmit the final approved consolidated Quarterly Report containing all 
partner activities to the USAID/EA Agreement Officer Technical 
Representative (AOTR);
3. Transmit the approved monthly summary of coordination visits and 
activities by the Project Coordinator at the end of every month to the 
USAID/EA AOTR.

Reporting, Monitoring and Evaluation
1. Collect electronic project activity summaries (2‐5 pages unless more 
detail is required) from each subcontractor or subgrantee as required 
according to the terms of specific grant or contract agreements, due no 
later than the fifth day of the month after the period being reported. The 
individual partner project activity summaries should include:
 A description of achievements presented by task (as defined in the 
Scope 
of Work or Task Statement)
 An overview of key tasks to be accomplished during the next reporting 
period
2. Work with local partners to report on indicators defined as part of the 
overall Monitoring and Evaluation (M&E) system;
3. In conjunction with the subcontractors and subgrantees, developing final 
partnership summary reports that are due at the conclusion of the project.

Communications
1. Work with the partners and USAID/EA to develop a local Outreach and 
Communications plan to increase the visibility and impact of the initiative 
in each country;
2. Work with the programme implementing partners to execute the 
communication plan;
3. Prepare monthly newsletter of project activities and interesting events 
and developments.

Deliverables
1. Annual Report ‐ November 1st, 2010, November 1st, 2011;
2. Monthly Summary of Coordinator Visits/Activities ‐ first week of the 
following month;
3. Accruals Reporting – Quarterly Basis (December 15th , March 15th , June 
15th September 15th );
4. Quarterly Report – Quarterly Basis (January 15th, April 15th, July 15th, 
October 15th).
5. Monthly newsletter

Minimum Applicant Qualifications
1. Minimum of 5 years of project management experience;
2. Advanced University Degree;
3. Knowledgeable of the project area (Mara River Basin);
4. Experience working with NGOs on development projects;
5. Knowledgeable about common water, sanitation and hygiene related 
technologies applicable to Kenya and Tanzania;
6. Experienced using the Microsoft Office Suite of applications;
7. Ability to work under tight deadlines;
8. Ability to work independently and as part of a team;
9. Good interpersonal skills;
10. Excellent writing and communication skills in English;
11. Demonstrable knowledge of Integrated Water Resources Management 
principles.

Preferred Applicant Qualifications
1. Advanced University Degree;
2. 10 years of project management experience;
3. Experience working with CARE Tanzania, World Vision Kenya, WWF ESARPO and 
USAID/EA;
4. Knowledgeable about the United States of America congressional funding 
mechanisms relevant to this project (Biodiversity earmark and Water 
earmark);
5. Knowledgeable about the environmental reporting requirements of USAID/EA;
6. Knowledgeable about the water governance structures of Kenya and 
Tanzania.
7. Fluency in Kiswahili.
