Disease/Phytosanitary Control Specialist, Mozambique

We are currently seeking a Disease/Phytosanitary Control Specialist for an 
ongoing multiyear program in Mozambique. The purpose of the program is to 
control the spread of Coconut Lethal Yellowing Disease ("CLYD"), and to work 
with target households in Zambezia and Nampula provinces to diversify and 
develop value chains of short-term crops to reduce risks associated with 
monocropping.

Responsibilities:

 *   Implement a plan of operation for disease and phytosanitary control of 
CLYD in project areas and provide recommendations.

 *   Oversee the Junior Specialist and back-up support on selected issues such 
as review of draft document on CLYD analysis and trends.
 *   Provide long-distance consultation on selected disease control activities 
in endemic and epidemic disease zones.
 *   Provide recommendation on the most effective means of controlling 
rhinoceros beetle infestation.
 *   Provide oversight on effectiveness of  CLYD mitigation strategies.  Review 
maps tracking the spread of the disease and efforts to contain it. Provide 
regular analysis and reports on strengths and challenges of the 
disease-containment strategy as it progresses.
 *   Provide written reports every six months and review the infestation rate 
methodology; provide other documentation as required.
 *   Create guidelines addressing the rhinoceros beetle infestation.

Qualifications:

 *   Minimum of master's degree in plant pathology or related field is 
required; Ph.D. is preferred.
 *   Minimum of 10 years of experience in tropical horticulture/arboriculture, 
with some experience with CLYD mitigation preferred.
 *   High level of computer skills, including GIS-based mapping and database 
experience.
 *   Fluency in English is required and fluency in Portuguese is highly 
preferred (Spanish fluency may be substituted).
 *   Experience in Mozambique coconut sector highly preferred.
