SALARY RANGE: $4,214 - $5,535 per month
($4,088 - $5,369 with 3% temporary
reduction)

TYPE OF POSITION: Project= limited duration for funding.
Full-time. This position is represented by
the WFSE union.
Important Note: Once appointed to this position the
incumbent will be required to pay union dues or other
representation fees within the first 30 days of employment.
LOCATION: Olympia, Washington

POSITION PROFILE:
This position will serve as the senior planner for developing a joint
Environmental Impact Statement (with the United States Fish and Wildlife
Service) to support a long-term conservation strategy for the marbled
murrelet under DNR's Habitat Conservation Plan, providing expert advice
on State and Environmental Policy Act (SEPA & NEPA) compliance and
incorporating environmental considerations into decision-making.
Position will be a member of the Conservation Strategy Team and will be
supervised by the Section Manager of Environmental & Legal Affairs.
REQUIRED QUALIFICATIONS:
* EXPERT KNOWLEDGE OF THE STATE ENVIRONMENTAL POLICY ACT AND
IMPLEMENTING REGULATIONS AND POLICIES
* EXPERT KNOWLEDGE OF THE NATIONAL ENVIRONMENTAL POLICY ACT
AND U.S. DEPARTMENT OF INTERIOR (INCLUDING UNITED STATES FISH AND
WILDLIFE SERVICE) IMPLEMENTING REGULATIONS
* EXPERIENCE PRESENTING COMPLEX ENVIRONMENTAL REVIEW ISSUES
IN JOINT SEPA/NEPA PROCESS
* SIGNIFICANT EXPERIENCE DEVELOPING AND DRAFTING
ENVIRONMENTAL IMPACT STATEMENTS UNDER SEPA & NEPA
* MASTER'S DEGREE IN ANY NATURAL RESOURCE SCIENCE OR RELATED
FIELD OR TWO YEARS OF EXPERIENCE AT EP-4 LEVEL OR SIMILAR POSITION
(POSITIONING RESEARCH, ANALYZING, RECOMMENDING AND PROVIDING
CONSULTATIVE SERVICES FOR A SPECIALIZED PORTION OF A NATURAL RESOURCE
PROGRAM OR DEPARTMENT)
DESIRABLE QUALIFICATIONS:
In depth knowledge of various federal agency implementing regulations
under NEPA; significant experience working in multi-stakeholder
processes; experience providing advice and drafting Environmental Impact
Statements under both SEPA and NEPA; ability to communicate complex
topics clearly; well-organized; capable of interpreting and synthesizing
complex technical information from a number of resource science
disciplines; capable of tactical and strategic thinking; familiarity
with DNR policies and procedures.
SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS
* Ability to work in demanding work environment on
established timeline.
* This position is required to travel, although most time is
spent in Olympia office. Must have a valid driver's license and have
two years of driving experience.
* Must be at least 18 years of age at the time of hire.
