NEPA Technician

Description:
Working with the BLM Winnemucca District Office, GBI is recruiting a
National Environmental Policy Act (NEPA) Technician to work cooperatively
with BLM’s Resource Management Plan (RMP) Team Lead and Planning and
Environmental Coordinators. The NEPA Technician will be provided an
orientation to BLM policies, regulations, procedures, programs, and
operations; particularly focusing on planning and environmental coordination
through administrative and technical tasks designed to develop knowledge and
understanding of multiple use land management. Specific tasks include, but
are not limited to:
Assist RMP Team Lead
•       To accomplish land use planning steps
•       With finalization of the Winnemucca District Resource Management Plan

Assist Planning and Environmental Coordinators 
•       With review of environmental impact analyses;
•       In developing guidelines, procedures, and instructions for the NEPA 
program;
•       Research and track recent applicable legal decisions, regulations, and
policy guidance;
•       With conducting various NEPA committee meetings and public meetings;
•       In coordinating with District staff

And
•       Learn about ePlanning
•       Complete and submit quarterly progress reports to GBI; and 
•       Participation in GBI and BLM raining opportunities.

Location:
The BLM Winnemucca District (WD) lies roughly in the northwest part of
Nevada, nested in the basin and range province of the western U.S. The WD is
approximately 2.5 hours east of Reno, NV and 2 hours west of Elko, NV on
I-80, and 5.5 hours south of Boise, ID on State Highway 95. The WD
encompasses roughly 11 million acres, of which 7.38 million acres are public
lands managed by the BLM. Elevations range from approximately 4,000 feet to
close to 10,000 feet.

Compensation:  
o       $18.59/hour 
o       Paid Medical and Dental Benefits

Timeline:  
o       Start Date: July 16, 2012 – February 22, 2013; potential for extension
pending funding and favorable performance review
o       Full time, 40 hours per week

Qualifications:
o       Bachelor’s Degree in Life Sciences, such as: Environmental
Policy/Resources, Botany, Wildlife Biology, Range Ecology, Natural Resources
Management, or related subject matter;
o       Experience using GIS software (e.g.: ArcMap) to upload, create and
manipulate data and maps;
o       Experience working with basic Microsoft computer programs (e.g.: Word,
Excel, Access); 
o       Ability to communicate effectively with a diverse audience, including
Agency staff, stakeholders and the public at-large; 
o       Motivated, self-starter, organized, detail oriented, and works well in
team environment;
