SALARY RANGE: $3,293 – $4,322 per month plus a comprehensive benefit package

($3,194 – $4,192 with 3% temporary reduction)

Non-permanent, Full-time.

Located in the beautiful city of Olympia, Washington.

Open until filled; First review begins June 20, 2012.

POSITION PROFILE:

This is a non-permanent position related to the development of a proposal for a long-term conservation strategy for the marbled murrelet under DNR’s State Lands Habitat Conservation Plan. This position will develop, coordinate, and facilitate the planning process for the Environmental Impact Statement for the proposal, working closely with the Project Lead and Project Manager. The position will:

* Draft the Environmental Impact Statement (EIS), synthesizing technical information provided by project staff and external contractors, based upon consultation with the SEPA Responsible Official;

* Coordinate the preparation of the EIS with internal and external stakeholders;

* Design public involvement processes in collaboration with communications staff and the SEPA Responsible Official;

* Review public comments and prepare responses to public comments for publication in the Final Environmental Impact Statement, based upon consultation with the SEPA Responsible Official.

REQUIRED QUALIFICATIONS:

CANDIDATES ELIGIBILE FOR THE POSITION WILL POSSESS ALL OF THE FOLLOWING SKILLS AND EDUCATION/EXPERIENCE:

EDUCATION/EXPERIENCE:

* MASTER’S DEGREE OR ABOVE WITH : A) MAJOR EMPHASIS IN LAND USE, URBAN, REGIONAL, ENVIRONMENTAL, OR NATURAL RESOURCE PLANNING, LANDSCAPE ARCHITECTURE, GEOGRAPHY, LAND USE OR ENVIRONMENTAL LAW, PUBLIC ADMINISTRATION WITH AN ENVIRONMENTAL LAW EMPHASIS OR B) MAJOR IN A CLOSELY RELATED FIELD, AND ONE YEAR OF PROFESSIONAL EXPERIENCE IN LAND USE, URBAN, REGIONAL, ENVIRONMENTAL OR NATURAL RESOURCE PLANNING, AND/OR PROGRAM DEVELOPMENT

OR

* ONE YEAR OF EXPERIENCE AS AN ENVIRONMENTAL PLANNER-1 PLUS TWO YEARS OF PROFESSIONAL EXPERIENCE IN LAND USE, URBAN, REGIONAL, ENVIRONMENTAL OR NATURAL RESOURCE PLANNING, AND/OR PROGRAM DEVELOPMENT TO SUBSTITUTE FOR THE MASTER’S DEGREE PROVIDED A BACHELOR’S DEGREE IN A FIELD LISTED ABOVE OR A NATURAL SCIENCE HAS BEEN ACHIEVED.

SKILLS:

ADDITIONAL REQUIRED SKILLS INCLUDE:

* EXCELLENT VERBAL AND WRITTEN COMMUNICATION SKILLS

* SOLID KNOWLEDGE OF PLANNING PRINCIPLES RELATED TO NATURAL RESOURCE PLANNING AND ENVIRONMENTAL ANALYSIS.

NOTE: INITIAL EVALUATION OF SKILLS WILL BE BASED UPON A WRITING SAMPLE, AUTHORED BY THE APPLICANT THAT DEMONSTRATES THESE SKILLS.

DESIRABLE QUALIFICATIONS:

The following additional qualifications are not required but will be favorably considered:

* Experience or expertise drafting Environmental Assessments or Environmental Impact Statements under the National Environmental Policy Act and (Washington) State Environmental Policy Act

* Involvement in contractor selection processes for governmental entities

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

* The incumbent in this position is required to travel up to 25% of the time for public meetings in Western Washington.

* Must have a valid driver’s license and have two years of driving experience.

* Must be at least 18 years of age at the time of hire.
