I recommend opening a twitter account and following federal agencies and
nonprofits. Many of them post job opportunities there.
Also, regarding USAJOBS, be aware that there are many federal agencies that
have put a freeze on hiring because of the sequester and may have already
posted jobs that they cannot now fill. At least this is the case with my
agency (and the Department of the Interior in which it and several others
fall). It can't hurt to apply in case the situation is resolved, but that
is the current status.
