Nadeem Siddiki NS Services Project Manager (Senior Environmental Engineer or Senior Environmental Scientist) Qualifications: Masters of Science degree in Environmental Engineering or Environmental Science is required AND a minimum of 10 years in the environmental professional field, including project management experience. Masters of Business Administration is highly desirable. Practical experience and sound understanding of Department of the Navy Environmental Programs policies, procedures and information management systems is essential and also required. Project Manager shall provide overall management of all contract tasks and projects. The Project Manager shall have sufficient authority to effectively manage personnel and to, on a daily basis, oversee and direct task performance and delivery of products and services to ensure accuracy, timeliness, and completion of tasks and deliverables that meet quality standards required. Assist in the overall coordination of the EMS and Environmental Programs. Perform project work and perform other tasks as required that involve more complex technical issues and require a higher level of knowledge and experience than other Contractor personnel. Required project work is Environmental Compliance, Natural Resources Projects, Perform Hazardous and Regulated Waste compliance tasks which involve evaluation and resolution of complex technical issues and require a professional level of knowledge and experience. Coordinate management of Hazardous and Regulated Waste. The Contractor shall utilize, to full advantage, Navy information management systems and the EMS program elements including the Internal Assessment Plan (IAP), reporting and tracking of Corrective Actions / Preventative Actions, maintaining official documents and records, and performing other compliance planning and data management. Senior Environmental Scientist - Environmental Compliance and Conservation Project Support Masters of Science in Biology, Ecology, or Environmental Science AND a minimum of 10 years in the environmental professional field is required. At least 5 years of experience must be in the area of managing federally listed threatened and endangered species endemic to southern California coastal and inland eco-region, including direct experience overseeing / implementing regulatory requirements associated with the Sikes Act. Professional registration / certification are highly desirable. Knowledge and experience in at least two the following areas are also required: Coastal Zone permitting, Clean Water Act permitting via Army Corps of Engineers / U.S. Maine Fisheries, Navy Environmental Restoration Program / Munitions Response Program, Endangered Species Act management and consultation requirements. Perform a wide variety of natural resources field support, professional biological project work and compliance oversight in support of the Natural Resources Compliance Provide biological compliance oversight and inspections. Coordinate, support and evaluate various species and habitat field surveys as required. Review and evaluate draft Natural Resource Management and Technical Documents, such as but not limited to, Biological Assessments, Environmental Assessments, Proposed Species / Habitat Survey Work Plans, species and habitat surveys and evaluations, and GIS data. Perform a variety of studies to assess actual and potential impacts to natural resources and which entail review of applicable laws, regulations, Navy requirements, etc., in order to evaluate compliance and management needs Evaluate potential project requirements and coordinate review of new and proposed environmental laws and regulations. Assist and support the Environmental Aspects and Requirements Review and NEPA documentation process. Develop required project review and permit application packages required by environmental regulatory agencies in support of obtaining necessary project approvals and or permits. Environmental Compliance Specialist Practical knowledge and experience regarding State of California environmental compliance requirements with an emphasis in the areas of hazardous and regulated wastes, storm water, petroleum storage tanks, hazardous materials, and basic air compliance requirements. Specialized knowledge in one or more program or functional areas of Environmental Compliance work. While professional competence in environmental engineering or science is not necessary, the work requires knowledge of the established principles, concepts, and methods of environmental protection program work and skill in applying this knowledge to provide a variety of tasks and deliverables. In addition, knowledge and understanding of Department Of Transportation (DOT) manifesting and transporter regulations, and hazardous waste stream profiling sufficient to review and sign Hazardous Waste Manifests and Bills of Lading. A minimum of 5 years work experience in waste and materials management is required and an emphasis in State of California regulations and waste management requirements essential. Specific Training / Certificates: 40 hour HAZWOPER, DOT Manifest, State of California Hazardous Waste Training Conduct field compliance internal inspections and assessments and support all external inspections and audits Perform field sampling services (hazardous waste, storm water, waste water, drinking water, and spills), emergency spill response, and animal control / protection, and maintain stocks of field equipment and supplies as required Assist other personnel to investigate field compliance problems, issues of regulatory concern and project work Assist other Contractor in review of environmental technical, regulatory reports, plans procedures and internal reporting requirements. Provide on-site Hazardous and Regulated Waste management, technical support and field services. Manage hazardous and other regulated waste accumulation, storage, transportation and shipment in accordance with the Hazardous Waste Management Plan (HWMP) and in support of the Hazardous Waste Environmental Media Manager. Conducts data analysis for hazardous waste program and annual reports. This includes statistical analysis to quantify and categorize waste streams/ quantities and to report environmental compliance metrics as required. Environmental Compliance Assistant. Possess a basic understanding of environmental compliance management, program and EMS administration sufficient to effectively carry out compliance data management, maintain management plans / procedural documents, regulatory reporting, records management and provide compliance management assistance. Perform complex analytical and administrative tasks in support of the environmental programs. The work involves extensive practical knowledge gained through experience and/or specific training. Carry out tasks, procedures, and/or computations that can be performed by (1) application and adaptation of standardized techniques and methods and (2) use of practical judgment and the basic principles of environmental compliance work. Work experience of at least 5 years in the environmental field is required. Intermediate to high level knowledge in database design and management, MS Office products and presentation software, and MS Excel are essential. A minimum of 5 years experience developing and managing data systems in support of environmental compliance requirements are required. Must be highly proficient at an advanced level in all Microsoft Office suite of software and have demonstrated ability to perform high level SQL data extraction from complex technical data systems. Must possess knowledge of budget planning and execution and have 5 years practical experience regarding Department of Navy financial planning, budgeting, execution and accounting processes to include the development of budget data tracking and analysis tools in support of environmental compliance. Sufficient technical user experience / competence with the collection, maintenance, storage, and processing of Geospatial Information System (GIS) data to effectively update compliance layers and meta data, conduct analyses and to produce GIS deliverables (e.g., mapping products) as they pertain to compliance management is required. Natural Resources Project Assistant Requires a BS in either Biology, Ecology, or Wildlife Biology AND a minimum of 5 years experience working managing federally listed threatened and endangered species endemic to southern California coastal and inland eco-region in and around Detachment Fallbrook and Detachment Norco, including direct experience overseeing / implementing regulatory requirements associated with Migratory Bird Treaty Act, Endangered Species Act (to include experience with section 7 consultations), the Sikes Act. Sufficient technical user experience / competence with the collection, maintenance, storage, and processing of Geospatial Information System (GIS) data to effectively conduct analyses and produce GIS deliverables (e.g., mapping products) as they pertain to natural resources management is required. Specific knowledge and experience regarding the following topics and species is highly desirable: fire ecology, grazing range management, and invasive exotic species ecology, Stephens' kangaroo rat, arroyo toad, least Bell's vireo, and coastal California gnatcatcher.
