Legislative & External Affairs Director opening

Salary Range:  $7,000.00 - $8,600.00  per month
Located: Olympia, Washington

The Legislative & External Affairs Director directs the Department of Natural 
Resources' (DNR) legislative program and advises the Commissioner of Public 
Lands and DNR's Executive Team on major policy and external relations issues. 
This is an exempt position that reports directly to, and serves at the pleasure 
of, the Commissioner of Public Lands.

Major responsibilities include but are not limited to:

*Represents DNR and the Commissioner of Public Lands in interactions with 
members and committees of the Washington State Legislature (legislature), 
legislative staff, Governor's staff, and Office of Financial Management (OFM) 
staff.
*Establishes and maintains excellent working relationships with members of the 
legislature, legislative staff, Governor's staff, OFM staff, and the 
legislative directors of other state agencies, governments, and interest groups.
*Drafts agency-request legislation in consultation with the Commissioner of 
Public Lands and DNR's Executive Team. Works with members of the legislature to 
accomplish the introduction and passage of DNR-request legislation.
*Ensures that legislative bills with potential to affect DNR are timely and 
thoroughly reviewed by DNR staff, and brought to the attention of the 
Commissioner of Public Lands and DNR's Executive Team.
*Synthesizes diverse information to recommend DNR's position, priority, and 
actions on bills with potential to affect DNR.
*Provides testimony on behalf of DNR and the Commissioner of Public Lands at 
legislative hearings and work sessions.
*Works closely with DNR's Budget & Economics Director to develop and advocate 
for DNR's operating and capital budget requests.
*Meets individually with members of the legislature to resolve issues related 
to legislation and DNR's budgets.
*Directs DNR staff interactions with members of the legislature and legislative 
staff. Coordinates DNR's responses to inquiries from members of the legislature 
and legislative staff.
*Guides, mentors, and develops an administrative assistant and two intra-agency 
"session" interns that directly report to the Legislative & External Affairs 
Director.
*Establishes and maintains excellent working relationships with DNR's 
stakeholders including trust beneficiaries; the forest products, mining, 
agriculture, and shellfish industries; small forest landowners; environmental 
organizations; and recreational users of DNR-managed lands.
