I am posting this to inform all journal editors/producers that a new alternate organization is producing an impact factor. My understanding is that they are using the same formula as Thomson-Reuters but they are including a much much wider set of journals. Essentially, they are trying to use all journals. It appears that they will even assign ratings to non-english journals, something Journal Citation Reports does not do. It is a rather new development and only opened very recently. They are calling the new rating a Universal Impact Factor. So, if you see journals with Impact factors and universal impact factors, you will now know the difference.
I submitted HCB to it and got a rating back within 3 weeks that looks pretty similar to what I obtained when fooling around with the entire citation record. Its also a not-for-profit unlike Thomson-Reuters. The not-for-profit organization's website is http://UIFactor.org Hope it helps folks out! -- Malcolm L.
