Working collaboratively with the BLM Battle Mountain District Office, GBI
is recruiting to hire a National Environmental Policy Act (NEPA) Technician
to support BLM’s Planning and Environmental Coordinators. The NEPA
Technician will be provided a working introduction to BLM policies,
regulations, procedures, programs, and operations. Particular focus will be
placed on planning and environmental coordination through administrative
and technical tasks, including the use of ePlanning, designed to develop
knowledge and understanding of multiple-use land management. The NEPA
Technician will assist Planning and Environmental Coordinators with
preparation and review of NEPA documents; organizing and preparing
Administrative Records for a broad scope of public land projects;
responding to public comments on NEPA documents as needed; and researching
and tracking recent applicable legal decisions, regulations, and policy
guidance. Strong communication skills are imperative as the NEPA Technician
must be approachable and work well in both team and individual work
environments.  The NEPA Technician will also assist in conducting NEPA
coordination (kickoff) meetings with stakeholders and possibly public
meetings, as well as help with coordinating District staff through the
planning process.

Location:
The BLM Battle Mountain District Office (BMDO) is located in north-central
Nevada in the town of Battle Mountain (est. 4,000 pop.) which is situated
on Interstate 80, approximately 3 hours east of Reno, NV, 3 hours west of
Salt Lake City. Locally, Battle Mountain sits between Winnemucca and Elko,
both about an hour drive. The BMDO manages 10.4 million acres within
central Nevada of primarily sage brush steppe, Great Basin cold desert
eco-type, a small portion of Mojave hot desert eco-type and its transition
zone. Elevations range from 4,000 to above 10,000 feet.

Compensation & Timeline
o Rate of pay: $19.00/hour
o Paid Medical and Dental Benefits
o 6-month appointment starting in October 2015; potential for extension
pending funding and favorable performance review
o Full time, 40 hours per week

Qualifications
o Bachelor’s Degree in Natural Resources, such as: Environmental
Policy/Planning/Protection, Environmental Science/Studies, Natural
Resources Management, or related subject matter;
o Prior experience with and/or exposure to the NEPA process (or related
state environmental policy act/law, such as CEQA) through professional
opportunity or academic coursework, desired;
o Familiarity with multi-use land management issues on the BLM Battle
Mountain District preferred;
o Experience using GIS software (e.g.: ArcMap) to upload, create and
manipulate data and maps;
o Experience working with basic Microsoft Office suite of programs (e.g.:
Word, Excel, Access);
o Ability to communicate effectively, both written and orally, with a
diverse audience;
o Capacity to work independently and within a team environment; and
o Must be motivated, self-directed, organized, and detail oriented in order
to balance multiple tasks simultaneously.

Successful applicant(s) must complete a Department of Interior (DOI)
Background Investigation (BI) or submit paperwork to BLM human resources
indicating an active and fully adjudicated BI has already been completed
prior to beginning position.
