ECS Federal, LLC (ECS) is seeking a Junior Program Manager to work in our Fairfax, VA office. PLEASE NOTE: This position is contingent upon contract win. Job Description: The National Oceanographic and Atmospheric Administration (NOAA) National Data Buoy Center (NDBC) routinely undertakes operations which are subject to various environmental compliance statutes. These statutes include but are not limited to the National Environmental Policy Act of 1969 (NEPA), Marine Mammal Protection Act (MMPA), Endangered Species Act (ESA), National Marine Sanctuaries Act (NMSA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), the National Historic Preservation Act (NHPS) and others. A broad range of NDBC activities meet the NEPA definition of “major government actions” subject to evaluation of direct, indirect, and cumulative impacts, and to determine if the action has the potential to significantly impact the human environment. In preparation for developing necessary NEPA analyses and to prepare for any required consultations or development of applications for required permits and authorizations, NDBC has a need for assistance in development of project and communications plans for preparation of NEPA documentation and other information as necessary for any required consultations and permit applications, evaluation and documentation of NDBC programs and operational activities, determination of spatial and temporal scope of environmental evaluations, coordinating and maintaining consistency between multiple on-going projects, resolving internal comments on draft documents, and document review and feedback. Tasks Key tasks include, but are not limited to: • Evaluation of NDBC programs and operational activities • Determination of environmental compliance requirements and recommended compliance approach for NDBC programs and operational activities • Assistance with preparing draft environmental compliance documents • Detailed technical reviews of draft environmental compliance documents to assess document completeness, analysis quality, and compliance with requirements of NEPA and other environmental laws, regulations and Executive Orders (EOs) • Addressing and resolving comments on draft environmental compliance documents including editorial, structural and technical comments Deliverables • Monthly Progress Reports detailing activities, work accomplished, major issues and/or recommendations • Assessment of NDBC programs and operations • Proposed Environmental Compliance Approach that includes: • Scope of required environmental compliance documentation (i.e., level of NEPA analysis and consultations, permits) • Recommended implementation plan to meet or exceed compliance • Cost estimate and schedule to achieve full compliance with applicable environmental laws, regulations, EOs and agency requirements • Draft and final work products related to all tasks Required Skills: • Masters degree in biology, environmental science, or related field • 8+ years of experience working on scientific/environmental projects. • Knowledge of NOAA NEPA and Regulatory Programs • Knowledge of NOAA requirements, policies and procedures for environmental compliance • General knowledge of NOAA activities and programs • Integrating other regulatory processes with the NEPA process • Managing NEPA evaluations and addressing controversial and technical subjects
