I’m not sure who told you that, but many jobs (particularly those that are posted to groups like ecolog with a widely dispersed readership) and most graduate schools are perfectly fine with out-of-state applicants. When I’m hiring I do Skype or phone interviews - you could suggest that in your cover letter in case the person hiring hasn’t thought of that.
