I think GIMP is excellent, especially if you have any familiarity with Photoshop's tools- they are almost identical. Used to be that GIMP was pretty user-unfriendly but that is no longer the case! There are a lot of online tutorials, and you can often apply Photoshop tutorials and books to working in GIMP. Another open source program to consider if vector graphics is what you're after is Inkscape.
