Tax id when receiving packages with specimens for scientific study
internationally?

Dear Colleagues:

This one is new to me. Someone from Venezuela hopes to send a small sample
of geological specimens via a fast courier. The person says the courier
company needs a tax id number and that such request is standard protocol by
the courier companies. This one is new to me in over 30 years connected
with museums.
