Environmental Specialist II Position Description

Blackwater Environmental Group, LLC is a growing small business formed 
in 2009 with the goal of supporting agencies in the transportation 
industry to make better, more informed decisions on environmental 
matters by incorporating environmental and community values early in the 
planning process. Blackwater is involved in several high-profile, top-
priority transportation and infrastructure projects in Maryland and is 
currently seeking to fill two Environmental Specialist II positions.

Required Education, Skills and Experience •    Bachelor’s degree in 
environmental planning, environmental science, or a related field; •    
4-10 years of practical experience in environmental planning preparing 
NEPA documentation including EIS, EA/FONSI, and CE documents.
•    Solid understanding of environmental regulations such as NEPA, 
Section 4(f), Section 106, Section 404, Section 7, and Environmental 
Justice; •    Experience authoring and preparing technical reports such 
as Indirect and Cumulative Effects, Community Effect 
Assessments/Environmental Justice Studies; •    Experience coordinating 
with local, state, and federal agencies to facilitate environmental 
review; •    Independent research, data collection, and impact analysis 
experience; •    Proven ability to successfully work independently and 
have strong problem-solving abilities; and •    Excellent oral and 
written communication skills.

Preferred Education, Skills and Experience •    Master’s degree in 
environmental planning, environmental science, or a related field.
•    Preparing NEPA documents for transportation projects preferred but 
not required.
•    Technical expertise in one or more areas including noise, air, 
hazardous waste, cultural resources and/or natural resources.

•    Prepare environmental (NEPA) documentation including CE, EA, EIS; •    
Prepare and document Section 4(f) Evaluations; •    Complete technical 
environmental studies such as CEA, ICE, noise, air, etc.
•    Conduct resource agency coordination; •    Review engineering plans 
to ascertain environmental impacts; •    Develop mitigation strategies 
and/or alternatives to minimize impacts to resources; •    Provide 
environmental policy guidance to clients.
