When nation-states are all looking out for their own self interests, there is no such thing as a coordinated "ecological policy". Though the above mentioned entities have done a horrible job thus far of addressing ecology issues, I believe in time they will help provide some hope to solutions in this arena, where nation states by themselves never could or would.
