Exactly. Your options above should include: c) energy conservation. I
presume you are aware of Rocky Mountain Institute and its work. Amory
Lovins is the guy who conceived what he calls negawatts, a concept he has
managed to sell to public utilities that found he was right; it costs less
to implement energy conservation than to increase generating capacity. The
bottom line is better.

RMI is also doing good work on super-energy-efficient vehicles.
