[ECOS] Is SNMP ipNetToMediaTable missing most entries?

Would it be correct to say that ipNetToMediaTable is missing all ARP 
entries for ip to physical translation for known hosts, and just has ip 
to enet for local interfaces?

If so, I'd suggest that this implementation of a 1/2 populated table 
could be quite misleading and, until implemented, a comment in code or 
documentation could be of some use.
