[ECOS] The missing code to increment mib-2.snmp stats

If anyone wants SNMP-MIB stats such as snmpOutBadValues ... to actually 
increment, the snippet of code seems to have been implemented in the 
main net-snmp tree at sourceforge.  Search on: 
INCLUDE_V2ERRORS_IN_V1STATS in snmp_agent.c
