are patches to get the configtool building under Ubuntu Hardy Heron, tcl-8.4,
The second set are to get it linking for a sparc / leon using gcc-4.2.3 and
binutils 2.18

The first change is due to gcc have additional anmed .bss sections now.
The second change is due to this fault...Spurious "section xxx overlaps section
yyy"
