Hmm, I was not able to reproduce this.

I was able to create and move-to-trash files outside of my encrypted
home with both my main user, as well as a test user I created for this
purpose.

I'm marking incomplete for now, as we don't have quite enough
information to triage this bug.

Bug description:
Using Karmic 2.6.31-14-generic

When I try to delete a file anywhere outside of my home folder, I get a message 
saying that it cannot be moved to trash. I am given an option to permanently 
delete it.

Steps to reproduce:
1 - Go to the /tmp folder.
2 - Create a new file there (Right click > Create Document > Empty File).
3 - Try to delete that file.
