Find someone with commit access to the contrib's section, i've never tried it so I don't know if i have or not, and email it to them. Most will happily import it into cvs for you. Robert might have better input as he seems more familiar with contribs then I am.

I don't have a problem with adding it to the ecs distribution but contrib.'s is probably a better place for it.
