Is there any other suite or api that offer same functionality as ECS?
Jetty (an open-source WebServer+ServletEngine similar to Jakarta Tomcat) includes a library similar to ECS. Look at the package "org.mortbay.html" package. I have not used it myself so I cannot comment on it.
