[ANNOUNCEMENT] older ecs releases

[robert burrell donkin]

the older ecs releases (those in the unmirrored directories) are now 
available only though the ASF archives (http://archives.apache.org). the 
old jakarta.apache.org/builds/jakarta-ecs directory will now redirect to 
the main jakarta download page.
