I don't think you have to worry to much about moving it. It was added a
couple releases ago, but it was never supported in the Document class which
is where I would suspect most would use it. I just added support for the
Doctype tag in the Document class a couple days ago.
But I could be wrong, better speak up if anyone is really opposed to having
Doctype moved.
