You are correct on all counts.
I'm pleased to report that tidy5 hands us the text under the PRE tag
just as it is formatted, with whitespace intact,
whereas whitespace is compressed under all other tags, as per the html spec.
So I thought I could just carry the text through as tidy formats it.
In other words, I didn't think I had to mess with <PRE> any more.
But I still need my post processing whitespace compression routine.
A line like
<foo> <bar> <bas>, where tags have no meaning,
will produce a series of text nodes with each a single space,
the space between the tags,
and I need to compress them into a single space,
so yes I still need the routine, and that means I still need
to carry the PRE tags into that routine,
to know when to sit back and leave the spacing alone.
I have pushed a fix for this.

I request your kind understanding here, in that while I am fixing and improving
render() in the new system, some pages will format not as well on the old 
system.
It's a small effect but you may have noticed.
With js on, using the old system,
stars or numbers in list items are separate from their paragraphs
when list items are paragraphs, and <pre> doesn't start a new paragraph etc.
I'm not inclined to fix these bugs in the old system,
because the new system should take over in a couple weeks.

Also thank you for exercising the new system and reporting bugs
and dealing with issues.

Here is a preformatting caveat.
I said tidy preserves whitespace, that isn't quite true.
It turns tabs into spaces as per the 8 space rule.
I don't know if we have any control over this,
But that's what it does and if your tab spacing is every 8 spaces
you won't notice the difference.
Maybe 8 spaces is the html standard and it's doing the right thing,
because that's how it should come out even if your tab spacing is different.
Well there it is.
