This is somewhat of a loaded question but I'll attempt
to answer as best as I can.  We implement Harbinger
TLE for our client organizations on both NT and Sun
Solaris OS.  At one major client, we implemented a
Harbinger TLE system and everyone wanted to ditch the
async modem and either go direct to the TP or use a
GEIS leased line connect.

Upper Management ultimately ruled that since the
Oracle Applications were behind the firewall, they did
not want to setup any type of a ftp server and have it
communicate with the server that housed the Oracle EC
Gateway for security reasons that they were uneasy
about.  I argued that we could create Outbound
documents on the server that housed the Oracle EDI
Gateway and Harbinger Translator, secure shell them
over to an ftp server and ftp the X12 files to GEIS.
They were still uneasy with this solution but it can
be accomplished.

I spoke to GEIS and they do have a FTP server to
handle such transactions.  I also spoke to AT&T and
they are developing a FTP server to handle these types
of transactions as well.  I believe they can do this
as of this writing, but am unsure.

So, using TLE for NT, you will most likely have to use
some form of FTP to get the data to the VAN or
directly to your trading partner.

Templar is a great product but uses EDI-INT standards
and use of private/public key encryption.  It requires
that your trading partners have the same type of
software on their end as well to decrypt data.
Templar is very reliable for this but you'll have to
query your partners to identify who has this type of
software on their end as well.  I would speak to
Harbinger and the software vendors about the cost of
the software.
