one package to check out would be GNU Privacy Guard
(http://www.gnupg.org/). It is free software, so low cost. For support
you would need to contract someone like RedHat though. I have no
personal experience with it, but it does come with full source, so
there should be few problems getting it to do what you want. One thing
to watch out for is that not all encryption/decryption algorithms are
supported because some algorithms have licensing fees.
