A process control session can be set up to import based on the condition
that a file exists or any documents are in a specified location. To read
more about this

de.pdf under process control session setup.
I don't believe that you can call the program in the method that you
describe. Instead, you set up a process control session as above for import
and another to send and receive or, for inbound processing, set up auto
export from the trading partner profile translation screen.
Good luck!
