I certainly question the value of spending any time in upgrading to 4030.
Let's face it, this program as envisioned and presented by the government
isn't working. VANS, myself included have invested tremendous capital in
building an infrastructure for the government to connect to some 300,000
suppliers. Who wouldn't jump at this opportunity. The reality is that the
volumes never approached this number. It's down to a trickle today. Why do
VANS persist in providing free software to an entity that certainly has the
ability to pay. None of the major players are in this market.
While this was a good idea, it's execution was horrible and still continues
to be so. Don't get me wrong, it's a great idea. But it hasn't worked
because special interest lobbyist forced Congress to allow each agency to
pursue it's own EC strategy. A sort of 'Tower of Babel' model. So the very
premise of one face to the government has crumbled. Some good things have
happened though, and the system is in place and works well. Another great
example of American ingenuity, but the government hasn't allowed capitalism
to take hold. VANS can't compete effectively because DOD wouldn't release
their vendor list to the very architects of the system. One solution is to
allow the VANS to interconnect directly to the agencies and bypass DMC
ODGEN.
Another option is for DOD to pay for distributing it's RFQ daily, even
hourly, currently its free. There is no incentive for agencies to compete
and save tax payer dollars. None. This brilliant idea that got started when
a major candidate for the Presidency realized that special interests were
charging the government $700 for a hammer is dying a quiet death.
The nature of our economic structure is such that we compete for the best
products and services, as Microsoft and AT&T discovered. DOD continues to
request spec changes ad infinitum and we get to work for free.
