I asked virtually the same question about a year and a half ago. The
responses should be in the list archives somewhere. Basically, the
answer was that there is no such thing as a timezone element, because
the timezones do not have standard codes, although they are somewhat
standard for some timezones (EST, CET etc.). Either times are provided
as times local to the 'event' that the document relates to, or the are
provided as an off-set to UTC (Universal Coordinated Time). This is
where the 'special' codes in the DTM segment come in (301, 302, 303,
304) which include a timezone encoded as ZZZ, where ZZZ is the offset
from UTC time. Unfortunately it does not go below the hour as a
granularity for the offset.
