I have a question concerning EDIFACT syntax and usage.  I am creating an
IFTMIN in version D97A.

In GID03/C213, there are 4 sub elements.  7065 is defined as "Type of
packages ID" with no defined values.  The following 2 elements ( 1131 &
3055) allow further definition of both the type of data to be reported in
7065 and the body in charge of defining the code list used in 7065.

Another scenario illustrated in TSR03/C537 is slightly different.  There are
3 sub elements.  4219 is defined as "Transport Priority, coded" and has 4
defined values.  This is followed by 1131 "Code List Qualifier" and 3055
"Code List Responsible Agency".  It seems that since the 1131 and 3055 are
included in this composite it is acceptable to define transport priority
further with a specific code list and agency.  As 4219 already has codes
associated with it, it seems incorrect to populate the element with codes
other than those defined in the standard.

My question is:  In the second scenario, is it acceptable to declare another
code list/agency and use code values other than the 4 that are defined in
the standard?   If this is not acceptable, what is the correct use of 1131
and 3055 in this composite?
