The UN/ECE is responsible agency.
You can see the list on their website (http://www.unece.org/cefact/)
Click on the "Codes for Trade Facilitation" link on the left.
The "Codes for units of measurements" is the 4th entry on the list and you
have a choice of three sort orders to view the codes.
When you click on the actual list note it is divided into alphabetical
sections accessible via the links at the top of the frame.
