There
appears to be problem with Visual C++ related to setting the Time Zone.
With our software this is expressing itself with our use of Progress, but I
think it is a pretty widespread NT problem. Apparently this will resolve
itself on April 8th. We're offering a workaround to our customers that if
they set their time to Indiana time it seems to be working. You can find
more info out about this from here:

Subject: Question for Gentran Nt - Anyone know how to "Spring" ahead?
The clock on the server has been set ahead for Day Light Savings time, but the log still shows an hour behind.
Does anyone know what time Gentran is pulling?
TIA,
Cindy
