To give you the official answer, having been recently bruised through the
X12 process, a 997 is only allowed to report against the standard.

You are not the only one - most of the industry steals the 997 to do this
sort of reporting, often borrowing incorrect code values in AK3 to report
these conditions.
The official answer is: use the 824. The 824 has recently been enhanced
to enable it to carry all this sort of information, and if your translator
can generate a 997, it shouldn't be difficult to have it generate an 824
instead.

No, this is strictly forbidden. Only one 997 may be sent for any one
functional group.
