Linda:

Your best bet within your company to explain the intricacies of
FOB details is your purchasing department manager.  I guarantee
he/she is intimately familiar with the legal implications of
FOB's.

Rather than go into a lengthy explanation here myself, I'd
recommend you try that person first.  Having worked in a
purchasing department for several years (before I got into
EDI), I can tell you that FOB's are a serious matter.  Although
if your company hasn't been paying any attention to it, I'm
kind of surprised that your trading partners haven't complained.
