The repetition separator is used to separate instances of a repeating
data element.  Either simple or composite elements can repeat, although
not component simple data elements in a composite.

Imagine a segment which looks like this:

   ABC  Test Segment
   01   1000  Test Element 1                    O    AN  1/6  R 10
   02   2000  Test Element 2                    O    ID  1/3

... and '*' is the element separator, with '^' as the repetition separator:

   ABC*1^16^A12^AC26*PIC

... which would make the values 1, 16, A12 and AC26 separate instances
of DE1000 at ABC.01
